q       We were unable to obtain favorable Section 213 comments regarding the need for this assistance from local government officials.

q       We were unable to develop an operating plan for the Section 8 rental assistance program to serve people with disabilities as specified in the HUD NOFA, including how the Housing Agency would assist participants in locating accessible units if needed or identifying private or public funding to help participants pay for modifications to units if needed.

q       We do not have the capacity to expand our Section 8 program beyond its current size.
