CCD Veterans Task Force Anti-Racism Principles May 2022
We acknowledge that the percentage of minority veterans is predicted to increase from 22% in 2017 to 35.7% in 2040. We recognize that, despite this prediction, minority veterans continue to disproportionately experience barriers to healthcare, particularly as it relates to mental health conditions, along with economic disparities and gaps in employment outcomes. We understand that statistics show that these experiences were exacerbated by the Covid-19 epidemic.

Today, there are roughly 20 million veterans in the United States. Of those veterans, approximately nine million – along with 708,000 non-veterans covered by various VA benefits – are enrolled in the Department of Veterans Affairs (VA) health care system. In addition, over 1.7 million veterans rely on Medicaid, a critical program that provides care and long-term supports for eligible low-income veteran families and veterans with disabilities, among others.

Health Care Reform Must Help CHAMPVA Beneficiaries
The Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) is a comprehensive health insurance program in which the VA shares the cost of covered health care services for eligible beneficiaries. Beneficiaries include dependents of veterans with catastrophic service-connected disabilities who are under the age of 23, if enrolled in an accredited school as a full-time student, or under age 18 if not so enrolled.

Social Security Caregiver Credit Legislation and Veterans
Social Security retirement benefits are based upon a person's earnings in the workplace and when someone has to drop out of the workforce to care for a loved one, this can have an adverse impact on their future financial security in the form of lower benefits. In recent sessions of Congress, legislation has been introduced to allow people who provide at least 80 hours a month of unpaid assistance for a relative with disabilities to continue earning Social Security credits.
