Mission

The Education Task Force monitors federal legislation and regulations that address the educational needs of children and youth with disabilities and their families, including regulatory efforts under federal laws such as the Individuals with Disabilities Education Act (IDEA), the Every Student Succeeds Act (ESSA), Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA). We advocate for high expectations for children with disabilities under these and other laws.

Letter to House Ed-Workforce Committee to Oppose HJRes165 Revoking Title IX Regulations
The Consortium for Constituents with Disabilities (CCD) Education Task Force and Rights Task Force are writing to oppose House Joint Resolution (H.J. Res) 165 which intends to negate the rule submitted by the Department of Education (ED) relating to “Nondiscrimination based on Sex in Education Programs or Activities Receiving Federal Financial Assistance'' (known as Title IX).

As you draft the Fiscal Year (FY) 2025 Labor, HHS, Education and Related Services appropriations bill, the Consortium for Constituents with Disabilities (CCD) Education Task Force urges you to provide robust funding for the federal programs that support infants, toddlers, children, and youth with disabilities, their families, and the educators and other service providers who serve them while avoiding cuts to other education programs.

CCD 2024 Statement on Reducing Police Responses to People with Disabilities
The national unrest in the wake of police killings of George Floyd, Breonna Taylor, Charleena Lyles, Daniel Prude, and so many other Black Americans before and since, brought into stark relief the need to change policing practices in the United States. Black Americans are more than three times as likely as white Americans to be killed by the police.

The Every Student Succeeds Act (ESSA), which amended the Elementary and Secondary Education Act of 1965 (ESEA) in 2015, includes a provision that places a limit (cap) on the percentage of students with the most significant cognitive disabilities that a state may assess with an alternate assessment aligned with alternate academic achievement standards (AA-AAAS) to no more than 1.0 percent of all students in the grades assessed in the state.
